CVE-2025-31651: Apache Tomcat: Bypass of rules in Rewrite Valve
Noroxi assessment
Priority: Plan (action score 40/100)
- Public proof-of-concept code exists (GitHub); there is no record of exploitation in the wild.
- Probability of exploitation in the next 30 days: 4.2% (FIRST EPSS); higher than 91% of all records.
- Anyone who can reach it over the internet can trigger it. No account or password is required. No user action is required. No special conditions are required; it is repeatable.
- According to CISA the attack is automatable: targets can be found by mass scanning.
- Fixed version: tomcat (AlmaLinux:10) 1:10.1.36-3.el10_1.1; tomcat-admin-webapps (AlmaLinux:10) 1:10.1.36-3.el10_1.1; tomcat-docs-webapp (AlmaLinux:10) 1:10.1.36-3.el10_1.1.
Add it to your regular patch cycle. Upgrade to tomcat (AlmaLinux:10) 1:10.1.36-3.el10_1.1; tomcat-admin-webapps (AlmaLinux:10) 1:10.1.36-3.el10_1.1; tomcat-docs-webapp (AlmaLinux:10) 1:10.1.36-3.el10_1.1 or later.

Primary sources: NVD · CVE.org · FIRST EPSS
Improper Neutralization of Escape, Meta, or Control Sequences vulnerability in Apache Tomcat. For a subset of unlikely rewrite rule configurations, it was possible for a specially crafted request to bypass some rewrite rules. If those rewrite rules effectively enforced security constraints, those constraints could be bypassed. This issue affects Apache Tomcat: from 11.0.0-M1 through 11.0.5, from 10.1.0-M1 through 10.1.39, from 9.0.0.M1 through 9.0.102. The following versions were EOL at the time the CVE was created but are known to be affected: 8.5.0 though 8.5.100. Other, older, EOL versions may also be affected. Users are recommended to upgrade to version [FIXED_VERSION], which fixes the issue.
