OpenProject has a Permission Check bypass on Budget deletion allows reassignment of WorkPackages into other budgets
Noroxi assessment
Priority: Monitor (action score 28/100)
- The sources we track (CISA KEV, Exploit-DB, Metasploit, Nuclei, GitHub) show no public exploit code or exploitation in the wild.
- Probability of exploitation in the next 30 days: 0.33% (FIRST EPSS).
- Anyone who can reach it over the internet can trigger it. A low-privileged account is enough. No user action is required. No special conditions are required; it is repeatable.
- Fixed version: opf openproject 17.2.0.
Low priority for now. Upgrade to opf openproject 17.2.0 or later.

Primary sources: NVD · CVE.org · FIRST EPSS
OpenProject is an open-source, web-based project management software. Prior to 17.2.0, when budgets are deleted, the work packages that were assigned to this budget need to be moved to a different budget. This action was performed before the permission check on the delete action was executed. This allowed all users in the application to delete work package budget assignments. This vulnerability is fixed in 17.2.0.
